Odisha set to Position Itself as a Tech Powerhouse; Two MoUs signed with HCLTech and ‘Supreme AI’

'Global Development Center' and 'AI Park' will be established in the state; More than 6,000 young aspirants will get direct employment

A new revolution has begun in the field of industry and technology, Chief Minister Mohan Charan Majhi said.

The Chief Minister said that today at the convention center of Lok Seva Bhawan, two joint ventures have signed MoU with the world famous ‘HCLTech’ and the country’s indigenous AI company ‘Sarvam AI’.

This initiative will enhance technology-led economic growth in Odisha and create direct employment opportunities for thousands of highly educated and skilled young men and women, the Chief Minister said.

As per this historic collaboration, HCLTech is going to set up its ‘Development Centre’ in Odisha, which will give a new identity to the state’s IT ecosystem globally. The name of this organization is HCLTech Global Delivery Centre. Along with this, an ‘AI-Optimized Data Centre’ will also be established in Odisha in joint collaboration between HCLTech and ‘Sarvam AI’. A sovereign or completely indigenous AI Park will be established in Odisha by the state government. This data center will be established within the said AI Park.

There is an investment of approximately Rs 830 crore for HCL Development Centre, which will greatly strengthen the digital ecosystem of the state. Through this Global Daily Center, more than 6,000 highly educated and skilled young men and women will get direct employment opportunities.

It is worth noting that in these two projects, there will be an investment of about 15 thousand crore rupees in the next 5 years.

India has become tech-ready today due to Prime Minister Shri Narendra Modi’s ‘Digital India’ vision and Odisha is taking the lead in this innovation, said Chief Minister Mohan Charan Majhi.

The Chief Minister said that earlier we were dependent on foreign AI, but today our indigenous AI has become at par with the best technology in the world. In the coming days, it will be used extensively in agriculture, health, education and defense sectors. In the last two years, the state government has been promoting new sectors like semiconductor, AI, textile, pharmaceutical and IT, not just limited to mining and metallurgical industries.

It is noteworthy that, Sarvam AI has been successful in creating AI Platform and AI Application in all major Indian languages including India. With the establishment of this AI Park and Data Center in Odisha, artificial intelligence services will be available in Odisha as well as in various Indian languages.

Giving data regarding industrial investment in the state, the Chief Minister said, in the last two years, investment proposals worth more than Rs 20 lakh crore have been received, projects worth more than Rs 10 lakh crore have been approved and projects worth more than Rs 3 lakh crore have been implemented at the field level. Currently, Odisha has been ranked among the top 5 states in the NITI Aayog’s new ‘Investment Friendliness Index-2026’ and our aim is to reach the top 3 soon.

Due to new industrial policy, single window clearance and land bank system, the time frame for starting the project from the contract signing has been reduced to less than 100 days. Promising full government support to HCLTech, Sarvam AI and all investors, the Chief Minister said that Odisha is fully prepared for big investments and “if the time is right, the time is right” to invest in the state.

On this occasion, State Minister of Electronics and Information Technology Mukesh Mahaling termed it as a very proud moment for Odisha. He said that with this the state’s electronics and IT sector is going to reach a new peak in progress. He thanked HCL Technology for reposing its faith in Odisha.

He further mentioned that, as per the recent report of the Policy Commission, Odisha is ranked third in the country for investment, which is playing a major role in realizing the dream of ‘Digital India’. Odisha has created its own unique identity in the semiconductor industry sector, said Minister Mahaling.

On this occasion, HCL technology firm is fully prepared to invest in Odisha, said HCL chairperson Roshni Nader Malhotra. Acknowledging the cooperation of the Government of Odisha, he said, “Inspired by the blessings of Lord Shri Ram Ganesh and the visionary vision of Chief Minister Mohan Singh, HCL is going to launch its future investment plan in the state. The AI conference successfully held in Odisha recently proved that the state is fully capable and ready to work in the field of artificial intelligence based technology. On this occasion, he announced that a special ‘AI Park’ (AI Park) will be established in Odisha and said that it will be a major milestone in the journey of Artificial Intelligence.

On the occasion of this letter, Additional Chief Administrative Secretary of the Department, Gaurav Kumar Dev, CEO and Managing Director of HCLTech, C. Vijay Kumar, CEO of Sarvam AI, Pradavesh Kumar, a group of eminent personalities from the industry and education world and senior officials of the Government of Odisha were present.
