CBI Court Sentences Five Retired Police Officers to Life Imprisonment

The Central Bureau of Investigation (CBI) Court of Special Judge-II, Punjab, Mohali on Monday has sentenced 5 accused retired Police Officers to life imprisonment with a fine of Rs. 3.5 lakh each in a Fake/Stage Managed Encounter Case.
This case was registered on 30 June 1999 by Central Bureau of Investigation (CBI), SIU-XVI, Jammu by conversion of PE05(S) 1999/SIU-XV/CHG, which was registered based on order dated 12.12.1996 passed by the Supreme Court of India in Criminal Writ Petition No. 497 of 1995 titled as Mrs. Paramjit Kaur v/s State of Punjab.

The case was registered against Gurdev Singh, Inspr/SHO PS Sirhali, Gulberg Singh, ASI PS Sirhali, Devinder Singh, ASI PS Sirhali and others on the allegation of abduction and killing of Shinder Singh by accused police officers.

On completion of investigation, it was established that Shinder Singh, Sukhdev Singh and Desa Singh (all SPOs of Punjab Police) were abducted by police party led by Inspector Gurdev Singh, SHO P.S. Sirhali on 27.06.1993.

Similarly, Balkar Singh@ Kala was also abducted on the said date. Apart from this, Sarabjit Singh and Harwinder Singh were abducted by Suba Singh, SHO P.S Verowal in July, 1993.

Thereafter, on 12.07.1993, Shinder Singh, Desa Singh, Balkar Singh alongwith one Mangal Singh were killed in a fake/stage managed encounter by police party led by DSP Bhupinderjit Singh and officials of P.S. Sirhali. Consequently, on 28.07.1993, Sukhdev Singh, Sarabjit Singh and Harwinder Singh were killed in a fake/stage managed encounter by police party led by DSP Bhupinderjit Singh and officials of P.S. Verowal.
CBI filed the chargesheet in the case on 31 May 2002 against 10 accused police officers.
Five Officers sentenced to life imprisonment are:

Bhupinderjit Singh, DSP (Retired as SSP), Devinder Singh, ASI (Retired as DSP), Gulbarg Singh, ASI (Retired as Inspector), Suba Singh, Inspector (Retired as Inspector) and Raghubir Singh, ASI (Retired as SI)

On 01 August 2025, the CBI Court convicted five accused persons and on 04 August 2025 pronounced the Quantum of Sentence.
