Delhi Govt Issues Policy for LPG Cylinder Distribution

The Government of NCT of Delhi’s Department of Food, Supplies & Consumer Affairs has issued a policy for the distribution of commercial LPG cylinders in the national capital during the present scarcity situation.

The order, dated March 14, 2026, has been issued in compliance with the directions of the Ministry of Petroleum and Natural Gas to ensure availability of up to 20 percent of the average daily commercial LPG cylinder consumption in Delhi.

According to the policy, around 1,800 commercial LPG cylinders will be made available daily for regulated distribution.

The allocation will follow a priority-based distribution system to protect essential services. Educational institutions, hospitals, railways and airports have been placed in the top priority category and will receive 100 percent of their requirement, accounting for around 200 cylinders per day.

Other sectors include government and PSU institutions, restaurants and eateries, hotels and guest houses, dairies and bakeries, caterers and banquet halls, pharmaceutical and packaging units, and sports facilities.

The daily cylinder quota will be distributed among Oil Marketing Companies based on their market share for the financial year 2025–26. Indian Oil Corporation will receive 58 percent of the allocation, Bharat Petroleum 27 percent and Hindustan Petroleum 15 percent.

The policy states that supply will primarily be made in the standard 19-kg cylinder format and will be based strictly on booking requests made by consumers.

To prevent hoarding and ensure fair distribution, daily supply to consumers will be determined according to their average consumption over the previous three months. Refill requests will be recorded online by the Oil Marketing Companies and deliveries will preferably follow a First-In-First-Out system.

Joint enforcement teams comprising officials from the Food and Civil Supplies Department, Delhi Police, Legal Metrology Department and Oil Marketing Companies will conduct inspections to prevent diversion, hoarding, illegal storage, under-weighing and black marketing of LPG cylinders.

Strict action will be taken under the Bharatiya Nyaya Sanhita, the Essential Commodities Act, 1955 and the LPG (Regulation of Supply and Distribution) Order in case of violations.

The policy also encourages institutions to temporarily adopt alternative cooking systems wherever feasible during the supply constraints.
