A four-day state-level training programme for election officers began on Tuesday with a view to ensuring smooth implementation of the upcoming Special Intensification Rectification (SIR) exercise in the state. The training is being organised at the Revenue Officers Training Institute (ROTI) in Gothapatna, Bhubaneswar from March 10 to March 13, 2026. The training will be conducted in two sessions per day.
On the first day, the training programme was inaugurated by the Chief Electoral Officer of the state, R.S. Gopalan, as the chief guest. The first day’s training was attended by Electoral Registration Officers (EROs), Additional Electoral Registration Officers (AEROs) and Deputy Collectors (Elections) of Bargarh, Jharsuguda, Sundargarh, Sambalpur, Deogarh, Keonjhar, Mayurbhanj and Balasore districts.
During the training, the officers were briefed on various issues related to special intensive revision process, voter list revision method, mapping of voters with old voter list, data collection and implementation at the field level.
Special emphasis was also given to institutional and human resource development in the training. Discussions were also held on appointment of Booth Level Agents (BLAs) by political parties to ensure transparency and active participation in the process, training of BLAs on voter verification and form management, identification of 20 key persons at each polling booth and completion of mapping of voters with the 2002 voter list.
Similarly, emphasis was laid on identifying suitable places and necessary facilities for digitization of enumeration forms.
In addition, trained staff will be deployed for scanning, data entry and verification of forms. Camps will be organized at various places to hear the demands and objections of voters, through which easy access and time-efficient redressal of grievances will be ensured.
It was discussed that the voters and the concerned stakeholders will be informed in advance about the date, time and venue of these camps.
It was also announced that an IT cell with the required human resources will be set up at the ERO/AERO level for data management and monitoring and a help desk will be set up in the DEO/AERO office to support the voters, BLOs and field staff during the revision process.
Through this training, the State Chief Electoral Officer Shri Gopalan instructed the officers to be practically and administratively prepared for the upcoming special intensive revision program.
The training program was also attended by the Additional CEO Sushant Kumar Mishra, Joint CEO Gopinath Kuan, Deputy CEO Dr. Lakshmi Prasad Sahu.
