Mizoram Chief Minister and Finance Minister Lalduhoma today presented the State Budget for the financial year 2026 to 27 in the Mizoram Legislative Assembly, proposing a total voted expenditure of 15,621.48 crore rupees for discussion and approval of the House.
Lalduhoma, who also holds the Finance portfolio, tabled the Supplementary Demand for Grants for 2025 to 26, excluding charged expenditure, amounting to 3,710.38 crore rupees during the ongoing Assembly session.
In his Budget speech, the Finance Minister stated that the government will continue to accord high priority to its flagship Bana Kaih Handholding Scheme. An allocation of 350 crore rupees has been proposed for the scheme in the 2026 to 27 Budget Estimates. Of this, 150 crore rupees has been specifically earmarked for purchase of agricultural produce under the scheme to ensure market support for farmers.
The Budget also provides 75 crore rupees to the Public Health Engineering Department towards electricity charges for water pumping operations. The allocation reflects an increase of 15 crore rupees compared to the provision made in the current financial year.
Highlighting the State’s fiscal outlook, Lalduhoma said Mizoram’s share of Central Taxes and Duties has been estimated at 8,608.08 crore rupees following the recommendations of the Sixteenth Finance Commission. This represents an increase of 976.80 crore rupees over previous allocations.
Addressing concerns regarding the State’s debt position, the Finance Minister informed that the Debt to GSDP ratio stands at 43.56 percent. He clarified that a substantial portion of the liabilities is linked to the Special Assistance to States for Capital Investment, which consists of 50 year interest free loans aimed at financing development and infrastructure projects. Mizoram is expected to receive 1,519 crore rupees under this head during the current fiscal year.
The Finance Minister also reported that backlog grants for Rural Local Bodies amounting to 253.50 crore rupees, pending since 2021 to 22, have been successfully secured.
For the financial year 2026 to 27, Mizoram’s Gross State Domestic Product has been projected at 43,817.09 crore rupees. The Budget estimates a revenue surplus of 899.84 crore rupees.
